The Skilled worker Immigration Program was designed to promote the Canadian economy by attracting educated and skilled workers to Canada. Under this program, applicants are assessed on SIX factors:

Each criterion is assigned a specific number of points. Generally an applicant must have at least 67 points to be selected as an Independent Immigrant.
However, a visa officer has a general discretion to issue an immigrant visa to an applicant who has less than 67 points if the applicant can show that he has a great chance (and ability) of becoming successfully established in Canada. An Applicant must have a minimum of one year's work experience in a skilled occupation and proof of adequate transferable funds.
"Arranged employment" is a guaranteed job offer from a Canadian employer that has been validated by a Human Resources Canada Centre certifying that no suitably qualified Canadian or permanent resident is available to fill the position. A letter of offer of employment will not suffice to score the 10 points under this criterion.
